When should I start attempting previous year papers?

After one full pass of the syllabus. Attempted too early, an old paper measures what you have not studied yet — which teaches you discouragement instead of exam sense.

Should I attempt a paper with or without a timer?

Both, in that order. The first attempt untimed to understand the paper; the second strictly timed to learn what the clock will do to you on exam day.

What should I do after solving an old paper?

Split every mistake into a concept gap or a speed gap. Concept gaps go back to the notes; speed gaps go back to timed practice. A paper you never analyse is just a test you happened to sit.

Are the answer keys checked against the official ones?

Papers carry the exam and year they came from, and an answer key is marked official only where the conducting body published one. Nothing is presented as official when it is not.
